बाल पंचायत की काम करने की शैली



प्रत्येक बस्ती के  बाल समूह   मासिक बैठक करते है बैठक के दिन पूर्व निर्धारित होते है जो बाल पंचायत के सदस्य अपने सुविधानुसार तय करते हैं..निर्धारित दिनांक और समय पर सभी सदस्य निर्धारित स्थान पर इकट्ठे हो जाते हैं.NIWCYD संस्था की और से भी  प्रतिनिधि बैठक में शामिल होते है सबसे पहले  बाल पंचायत द्वारा किये गए पिछले कामो का मूल्यांकन किया जाता है फिर फीड बेक दिया जाता है सदस्यों द्वारा  की इसे कैसे सुधरा जाए या और ठीक किया जाए......
बचपन समूह "सीखना स्वाभाविक है " अवधारणा में भरोसा रखता है और बच्चो को नए नए अवसर प्रदान करता है ताकि बच्चो के भीतर सहज और स्वाभाविक विकास हो वो अपनी समझ बड़ा सके,बाल पंचायत के बच्चे शैक्षणिक भ्रमण पर दिल्ली की कास प्लान ,एकलव्य की कार्यशाला,भारत ज्ञान विज्ञानं समिति भोपाल T D H मुंबई इत्यादि में जाकर अपनी समझदारी को और बढ़ाते रहते हैं...
    बाल पंचायत की मासिक बैठक में बच्चे अलग अलग मुद्दों पर बहस मुबाहिसा करके अपनी समझ साफ़ करते हैं  जहाँ उन्हें लगता है की मसला पेचीदा है वहां से वो बचपन की मदद लेते हैं. बाल पंचायत के लिए बचपन आवासीय और गैर आवासीय शिविर करता है जहाँ विभिन्न मसलो पर बचपन के व बाहरी स्रोत व्यक्ति बच्चो की समझदारी को विकसित करने हेतु उनकी मदद करते हैं शिविर की प्रक्रिया बाल अधिकारों को ध्यान में रखकर चलाई जाती है,

Shiksha Samwad Samagam 2011

With the enforcement of Right To Free & Compulsory Education Act (RTE) on 27 August, 2009 a new chapter in the field of education marked its presence. Now education has become a fundamental right for all children & it’s the responsibility of the state to ensure education of each child falling in the age group of 6-14 yrs. The act was enacted at state level right from  1 April, 2010

      As RTE Act has successfully completed 1 yr. since its implementation  & in order to ascertain current progress  a Study has been conducted. In order to initiate the process some like minded organizations in Bhopal working preferably in Education sector came together to organize Shiksha Samwad Samagam 2011 a state level workshop to have an analysis on RTE Act 2009 since 1 yr. after implementation  on 19 April 2011 at National Institute of Technical Teachers Training & Research (NITTTR), Bhopal by BGVS, NIWCYD-Bachpan, Aarambh, Muskan & Eklavya assess the status of schools prevailing in their project area. As an instance a study was conducted in 7 districts of M.P. Viz. Bhopal, Jabalpur, Guna, Sehore, Shivpuri, Morena & Dewas constituting 11 blocks & 48 wards. 83 school were covered that include 56 primary & 27 middle schools. A total of 14892 children were enrolled in these schools out of which 7088 were boys & 7804 were girls with total staff of 83. Major reflections found during the study include both positive & negative impact. One of the major Positive impact was the ratio of girl child enrollment was high as compared to boys that itself depict a good sign that girl child education is being promoted. Parents are looking forward to educate girls & opportunities for them are increasing. Some of the negative impact were 44% parents are not aware of 25% reservation for economically backward class children in private schools. 26% PTA members were unaware  of RTE Act 2009 & 37% children were not given admission in schools as per age criteria. Gaps, challenges & suggestions were also identified that is hindering the progress of implementation of RTE Act. All these statistics & suggestions were presented before the distinguished panelist constituting Ms. Kiran Bhatti (Commissioner RTE Wing NCPCR, New Delhi), Prof. Dr. Uday Jain, Mr. Tiwari (Representative from RSK), Ms. Anjali Noronha (Eklavya), Ms. Umashree & Mr. Christopher (UNICEF, Bhopal). Field  level experiences were also shared before the panel & Ms. Kiran Bhatti suggested to send the cases of violation of RTE Act both to NCPCR & SCPCR so that adequate action could be taken. She also commended that Govt has bounded the time of 3 yrs. to full fledgedly implement the Act so it is not the right time to make any kind of evaluation but still we have to push Govt timely o that the process could be completed within the set time period of 3 Yrs. At the end of the  workshop some of the major reflections of the program based on field experience were chalked down in brief as recommendations that will be shared with Education Dept. & Ministry of Human Resource Development to attain concrete achievements in the field of Education.

Shiksha Sankalp Sabha 2011

BAL Panchayat Bhopal with support of NIWCYD-Bachpan Bhopal has organized a one day Children's Meet entitled Shiksha Sakalp Sabha on 26 March 2011 at Mohaniya Bal Ghar Gandhi Bhawan, Bhopal in which about 200 children from 6 districts of M.P. participated. The main objective behind the program was to have a children's Audit on the status of implementation of Right to Education Act 2009 completing one year of its enforcement in 1 April 2011. As a process of audit we have done survey of 43 Govt primary & middle schools in 3 districts of M.P.  Bhopal Jabalpur & Guna through School Survey Format to assess pre & present situations of schools before & after the act was enforced. It was divided in 3 sections  (1) information from Teachers (2) Information from PTA members (SMC) (3) Information from  field staff . The information gathered showed no such major improvement in schools. As per the data accumulated from 43 schools surveyed some of the major facts reveled were that :-
1) There are 5 schools in Bhopal & Jabalpur districts out of 43 schools surveyed where there is no Govt. Primary or Middle school within 1 to 3 Km. radius as it was a compulsory norm in SSA & now in RTE Act 2009 also.
2) Still there are 29 schools who are not catering 25% reservation for poor children in nearby private schools.
3) There are 19 schools where  teachers students ratio as per RTE is not followed. Formation of SMCs has still not  initiated in any of the schools surveyed. 
4) There are 11 schools where children were not given admission as per age criteria  & 2 schools  where admission was denied due lack of supporting documents (one of the main provision of RTE Act 2009).

The children & members of civil society organizations participated in the program shared their experience  during their work & clarified their queries regarding RTE Act. Members of the BAL Panchayat also  raised  some significant questions all these were answered by the distinguished panelists invited that included Shri Vinod Raina Ji one of the members in drafting committee of RTE Act,  shri  Ramesh Dave Ji (Senior  Educationist), Gurbachan Singh (Asst. Director Public Instructions Lok Shikshan Sanchnalay) & smt. Archana Sahay (State Convener NCPCR)   They shared their experience during the journey of & gave fruitful suggestions how the act could be implemented & monitored at grassroot level.Children had asked several questions to shri Raina Ji  Viz Why the need of Act was felt ? Why only age between 6-14 was considered why not till 18 Yrs. ? Why only 25% reservation will be given in private school why not more ? How the provisions RTE Act will be implemented in schools ? etc. Raina Ji  has given satisfactory answer to all children, & he also commented  that Govt. has set 3 years to fully execute the provisions as per the act & 1 year is too early to audit a process that require huge manpower & intensive planning to bring expected results, but still if we analyze present situation the process initiated till now is  too slow work has to be speed up to achieve desired objective. 

शिक्षा संकल्प सभा 2011

नि: शुल्क और अनिवार्य शिक्षा अधिकार अधिनियम 2009 को लागू हुए लगभग एक साल होने को जा रहा है चूंकि ये अधिनियम के लागू होने के बाद का पहला साल है इसलिए ये अत्यंत महत्वपूर्ण है इस क़ानून के आने के बाद से 6-14 साल तक के बच्चो की शिक्षा मुफ्त और गुणवत्ता पूरक होगी एसा इस कानून में लिखा गया है ये एक सुखद बात है  बच्चो के इस महत्वपूर्ण अधिकार के प्रभावी अमलीकरण की दिशा में कुछेक राज्यों ने उत्साह दिखाया और कुछेक राज्यों ने उदासीनता.
   
चूंकि ये 6-14 साल तक के बच्चो के लिए बना हुआ कानून है और हमारा काम भी बच्चो के साथ है.  बच्चो के मत और विश्लेषण  इस क़ानून पर आयें  बच्चो को स्कूल में क्या क्या सहूलियत मिली हैं या मिलने वाली है. खास तौर पर लडकियों की संदर्भ में तो जरूर.
इसी लिहाज़ से मध्य प्रदेश में इस अधिनियम को लेकर प्रदेश के विभिन्न अंचलो के बाल संगठनो के प्रतिनिधियों एवं बच्चो की सहभागिता सुनिश्चित करते हुए उनके अभिव्यक्ति को एक मंच प्रदान करने हेतु बाल पंचायत ,भोपाल द्वारा NIWCYD 'बचपन' के सहयोग से राज्य स्तरीय "शिक्षा संकल्प सभा" का आयोजन किया गया जिसके पहले सत्र के मुख्य सहज कर्ता विनोद रैना थे जो की इस कानून को बनाने वाली समिति के सदस्य हैं से बच्चो ने सवाल जबाव पूछे.

   मंडला के बैगा चक से आये १२ वर्षीय जीतू ने पूछा  की  हमारे स्कूल में जब हम कभी कभी नहीं जा पाते हैं तो मास्साब हमसे दंड के रूप में पैसा मांगते हैं ?

 वहीं  भोपाल की सरस्वती नगर से आये राकेश ने पूछा की .......इस कानून के आने के बाद स्कूल में शोचालय बन जायंगे और बुनियादी सुविधाएँ होंगी पर अभी तक एसा कुछ नहीं हुआ ..

NIWCYD ने  मध्य प्रदेश के तीन जिलो  (भोपाल,जबलपुर,गुना ) के 43 स्कूल में एक सर्वे किया इस सर्वे में चौंका देने वाले आंकड़े आये जैसे 43 स्कूल में से 19 स्कूल ऐसे हैं जिसमे आज भी कानून के मुताबिक शिक्षक और छात्रो के अनुरूप अनुपात नहीं है. और तो और इन 43 स्कूलों  में से किसी भी स्कूल में अभी तक शाला प्रबंधन समिति का गठन ही नहीं हुआ है.साथ ही नि: शुल्क व अनिवार्य शिक्षा अधिनियम के बारे ज्यादातर पालक शिक्षक संघो को पता ही नहीं है ...

Thali Bajao Kuposhan Mithao Rally 2011

To cater the major issue faced by children that ultimately affect the right of Survival, Protection from diseases & Right to development of a Child Viz. issue of Malnutrition that is increasing in M.P. at an alarming rate & in present scenario about 50% of children in M.P. are Malnourished. To address such a serious issue BAL Panchayat Bhopal has organized a rally titled "थाली बजाओ कुपोषण मिटाओ" in which about 300 children from 30 slums of Bhopal & other districts of M.P. has actively participated. The main objective of the rally was to put pressure on State Govt. & WCD Dept. to take adequate steps to tackle the problem of malnutrition in M.P. The rally started from Regional Museum of History, near Arera petrol pump & proceeded towards Board Office Square covering the root of about 3 k.m.The children have showed their protest through striking their plates & spoons & reciting slogans on malnutrition. The entire program was covered by print & electronic media & it was a major highlight in next days daily newspapers. A pamphlet was also distributed in order sensitize & create awareness among people on the alarming rate of increase in the status of malnutrition & its adverse impact on the life of a child.

Rally against Malnutrition at Cluster Level

Rallies were organized by BAL Panchayat in cluster I, II, III & IV  of project area on 23 and 26 Jan 2010 to draw the attention of Aanganwadies functioning in these areas to give special attention to children who are under weight and need additional nutritional supplement because of malnourishment. It is an alarm for WCD  Dept. to monitor the functioning of Aanganwadies and concerned protection officers appointed by the Dept to have a check on the increasing rate of Malnutrition in M.P. About 100 to 120 children participated in each rally conducted at cluster level. The play cards for the rally was prepared by the members of BAL Panchayat and CDG groups. All the children enthusiastically participated in the rally  making  loud noise by striking their plates and spoons. All the children recited slogans on malnutrition and drawn the attention of all the slum residents from where the rally passed away. Along with rally members of BAL Panchayt imparted information to slum dwellers to register their children's name in nearby Aaganwadies and avail the services provided by the Govt. It was a successful effort to impart awareness in the community to have a check on the increasing rate of malnutrition among children and its causes.
